In Mumbai, my family owns a flat, due to family property issues Maintainces has not been paid for a long period of time. and now the society has stopped letting my family's car inside the building and also not allowing any person i.e friends, relatives, home maids, plumber, carpenter, a delivery person no one at home. They have not even given any written letter and are trying to harass the people staying in that flat.

even if the society did not send you a legal notice, they can not restrict the visitors or take away any right from you.
Instead you can send them the legal notice regarding this shallow behavior.
First of all clear all the maintenance charges as soon as you can or you can ask time from them to pay the charges.
So the person who is owning a property has the absolute control over his property. He can decide who to give approval to enter his flat and no society can restrict it.

A.hi,
you can file an FIR against this kind of behavior.
it is advisable that you pay the maintenance or ask time from them for it.
However, you can send them a legal notice if they create any discomfort to to or to the visitors.

A.society have to issue notice before taking any action.
without notice, they can not do these things.
