You can talk to the neighbour first and ask them to solve the issue. If they do not take actions then you can send a legal notice and file a complaint under nuisance and seek damages.

A.You have two options available
1. You have to approach to the police station and complaint against your neighbour.
2. you have to file your complaint with the municipal corporation in this regard against your neighbour.
