My sister has been divorced for 10 years now. And she has been staying with parents (senior citizen). She has been increasingly abusing parents and shouting loud with expletives and blaming. It has been happening for almost 10 years now. We have tried getting friends and relatives and neighbours to speak to her. She is constantly confrontational and aggressive with them too most times.

A.Hi,
You can file a complaint with the police and have her arrested if you wish. You parents can then obtain protection orders against her.
She can seek treatment for her issues under a psychiatrist.

A.Hi,
You will have to be more clear about what it is you would like to do about this situation.
You can file a complaint with the police for causing hurt and criminal intimidation under Sections 319, 321, 503 and 506 IPC.
Alternatively, your sister can seek therapy, it can help her resolve her anger issues.
