I have been appointed as an office subordinate but due to some reasons the director has refused my request to be appointed as a junior assistant on conditional basis but later 4 other people got appointed as a junior assistant and do not hold a degree. As of now I have completed my degree and I'm fully eligible for the post of junior assistant but the office people are telling that you cannot get promoted now. Is there any solution for my problem

You will have to take up this matter with the management. They have the power to promote you.

This sounds like something to discuss with the management. You have no specific right to be granted a promotion, but you can make your case for the same.
