Forgery case in which a person has. Obtained domicile certificate of a particular state illegally to claim a seat in government college

Sir/mam....
I know a person who has illegally obtained domicile certificate of a state and on that basis he claimed a seat in a government college.so he has done forgery with government .I think he must also have bribed the concerned officials.I have strong evidence in my support.can I use RTI to know domicile rules of that state for years 2006-2008? Under Which sections of law this matter is concerned?

A.You can also file a criminal complaint against him in the court of judicial magistrate stating all the facts and circumstances through a good lawyer

A.Domicile rules are part of public documents and therefore u can get copy of the same by moving an application under right to information Act

A.You ,may file RTI to know the domicile submission of the person to get the job and on the basis of the reply you may file FIR under IPC sections 420, 193,196,197 198 , 199 for cheating, forging and submitting the forged documents and declaration etc.
