You can approach the state real estate regulatory authority to highlight your grievances if the agreement is registered, which gives the owner the right to forfeit the money. If the agreement between you and the owner has not been registered then the owner is liable to return you the entire money.

If the agreement between you and the owner has not been registered then the owner is liable to return you the entire money. If it is registered, then he has a right to forfeit the money, but you can still approach the state real estate regulatory authority to highlight your grievances.
