Electricity Bill Problem

I have a two-bedroom flat which is on rent. This tenant is living there for the last 15 years. Every year 11 monthly rent contract is signed. We enjoy good relations between us.
Today he informed me that the monthly electricity bill he received is for Rs. 4 lakhs, whereas it used to be Rs.1,500 to 2,000/- monthly. Senior engineers from the electricity board visited the complex, sent the electricity meter for testing, and found it working fine.
The problem is my tenant wants to vacate the flat on 7th October. Though he has promised that he will sort out the problem soon with the electricity board, I would like to know from you what should I do if the problem is not settled.

The amount you mentioned above is a big amount and it is difficult to believe that the said amount is of one-month electricity use. Please verify it once more and if it is needed, move legally. However, the tenant is supposed to pay the electricity bill as far as he stays in your flat unless it is otherwise expressly mentioned in the agreement deed.
