Delay in Result and No response over the matter by the authorities.

Recently my private college didn't college marks to the affiliated university. So when my 5th result came out I've failed the semester and applied for revaluation in single paper which is not properly checked my university as this is the only way I can save my semester (1year) but revaluation never came out to this day and authorities over the matter are not responding and on the top of that they conducted Next sem (6th sem) which was concluded on 23rd sep. as revaluation final result was not out I was not eligible to give 6th sem.
1) Can I file writ/PIL or any kind of case over the university regarding the revaluation ?
2) If Revaluation comes in positive regarding the term can court save my year from repeating as 6th sem is already concluded.

You may file PIL but there would be so many issues for you face in future since you may be victimized if you approach against your institution or University.
You can not file PIL as the public interest is not shown here. It is more of personal interest so, the suit may be dismissed. To the second question, the court can save from repeating a year as if it was not your fault.
