A.Dear Sir,
Get issue a legal notice followed by a Money Recovery Suit and also lodge a complaint with Police as it is nothing but cheating.

A.It is necessary to take legal action first otherwise after lapse of two years ,you will not be entitled to lodge consumer complaint on this issue. After giving legal notice to that house contractor demanding the service which he promised to provide you through such agreement, if he doesn't start such construction work within stipulated period, then on the ground of deficiency of service, you have to lodge consumer complaint before the District Consumer Disputes Redressal Forum for speedy remedy.

A.Hi,
It is recommended to first send a legal notice and then initiate a proceeding against him rather than finishing your construction work before so that there can be a chance of him completing the construction work rather than giving back 3 lakhs.
Thank you.
