my father's passport is revoked

my father's passport is get revoked by central authority by the act 10(3)c .
now i am not able to get help about it that how i can free from this issue such that my father is able to travel to abroad to meet my sister.
he obeys all the rules and regulation with fully enthusiasm and also have police clearance certificate.
so please guide me to
