The landlord is cheating

I and my friend had taken a room in an apartment in Andheri, Mumbai for two months as we had an internship in Mumbai. We gave 26,000rs as a deposit and we told the apartment owner that we only want the flat for two months. (We think she is subletting the room). We didn't have any written agreement for the deposit as they said it's only for two months. They shared their Aadhar card and ID proof, so we believed them.
We came to Mumbai and entered the apartment on January 17th and We left the apartment on March 14th and promised to pay the deposit in a few days. We paid all our dues as well via google pay to the landlord's friend who was living with us.
It's been 8 months and they have not paid us the whole amount. By June she told us she'll pay us in installments and In the month of July and August, they paid us 3000 and 5000 each. After that, they haven't given us any money and they are still asking for more time. The landlord today blocked my friend because we messaged and called many times. She is saying she can only give when she has, but she's prolonging intentionally. She is not willing to make any commitments or promises.
We need to know if we can file a case against her and recover the full amount plus interest and cost. Since we don't have a legal written agreement of paying 26,000 as a deposit, we don't know if we can file a case.
The landlord owes us 18,000 more and we recently completed our college and I don't have a job. We need the money urgently, but the landlord is not willing to repay on our terms.
Can we file a case and recover the money and the legal cost as well?
Our evidences are WhatsApp messages, voice notes, call recordings, and aadhar card of the landlord.
The landlord has recently moved out of the apartment as well.
Please let me know how much the legal charges are and if we can recover the legal charges from the landlord itself.

you can file a case against the landlord in the concerned jurisdiction for the recovery of the full amount with the cost and interests.
