Being forced to close shop from other shops

I have given for rent for a mobile accessories shop. From last four years they are doing business. They have gst licence. They are non local(which means they are from north) They sell mobile accessories and other spares related to mobiles. They do both retail and wholesale in same shop. Now other mobile shop owners are threating to close shop and telling that they cant sell retail here. They can only sell wholesale in that shop. If required they are ready to do only retail business here and do wholesale in another shop. But they are forcing you can do only wholesale here. Being them non-local all other mobile shop owners are threating. What to do now. What all options are available. Can't they sell both wholesale and retail in one shop?
What the other shop owners are asking him to do is kind of illegal and they cannot force him to sell what they wish to. If required take the help of police or legal system to let the other owners know that their action is illegal.
