Suppose,

I filed an RTI application and did not receive any reply within the time limit.
I filed my first appeal stating no reply received.
I got a reply from PIO after the first appeal stating that the organization is exempt under section 24(4).
But my query in the RTI application is relating to a matter of human rights violation which is an exception to Section 24(4) which I had not mentioned in my initial RTI application.

Query: Can I file an appeal again, stating that I got a reply from PIO and my query is covered in exception to Section 24(4) and I am eligible to obtain information or I need to file a fresh RTI stating that exception?
If I file a fresh RTI stating that exception, will not that application be rejected stating that reply on the same matter has been given?

A.Dear Client,
The citizens have no right to repeat the same or similar or slightly altered information request under the RTI Act, 2005, for which he already got a response.
