A.Dear Client
Since date of birth is a private information hence the municipality may not oblige you under the RTI Act. The best way will be to get it through a court order. Changing of birth date is possible but then you have to provide cogent reasons for doing so.

A.Dear Sir,

Date of birth can not be changed once registered , if the date is written wrongly in the certificate by oversight (if the date is correct in reporting form / register) it can be changed by seeing the original record , kindly contact the issuing authority for any corrections.
