Photographer not deliver photo on time

My deal was for 50k for wedding photos and video in Dec 2020....I have done 30k payment in advance...after taking continous follow up with him...he was busy, editor was not there, corona ke karan delay....i got such messages....but I said to him atleast give cinematic and video before.. ....let photo album deliver to me later.....he agree during that time....and say i will give you soon......Now he is free, saying pay remaining 20k after that only he will give me everything.....if he would tell me this before only i would give him that time only.....almost after 2 years he is ready to give my data.....Is there any way we can ask waiver or refund legally for improper service....and mental harrasment
A.Dear client, in my humble opinion you can sue the photographer for deficiency in service and unfair trade practice before a Consumer Court. You can demand compensation for the mental harassment caused due to the photographer's unprofessional behaviour. Since a significant portion of the fee for the project was paid in advance, you are the consumer and the photographer is liable to compensate for the difficulties incurred to you.
