We are a public trust .
We have a few shop in our premises and the premises is used for non profit works.
the shops tenant are very old and are paying us very minimal rent.
Many of the tenant have SUBLET their shops to other parties without our knowledge and are earning hefty rents from them. (they are portraying partnership with the said sublet tenant) to avoid any proceedings or action .
Note ( as the shops are old rented we do not have proper agreements , but we do have their Rental documents (BHADA CHITTHI) in which they given undertaking to clause of not subletting the property to any one.

Please guide how can we vacate these tenants

Since you have the clause which says that they can not sublet then what they are doing is akin to breaching the said rent agreement and for doing that you can ask them either to stop or to terminate the rental agreement.
