Refund - for car rent advance

I have given one person(I found his number from friends of friends) 2600 rupees for car rent advance, after that he refuse to give me car because someone had accident on that car, this accident happed day before to my booking of this car after that he said that I will give you refund because he was unable to provide me any car on rent, but now it’s been 19+ days, still he didn’t given refund. Even I am remembering to him daily and he is saying that from another party he didn’t got money and saying he have another work also like booking and study and now he blocked my number. I am also a student. Now, What can I do to take refund?
A.Dear client,
Step1: Court can be approached where a person lends money to his friend or relative as a debt subject to repayment by the borrower with or without interest
Step2: Court where suit for recovering money can be filed - One can move to High Court, City Civil Court including Civil judge Junior Division court, Court of Metropolitan magistrate, also Court of small causes.
OR
1. If you have proof of lending money to this person then you can seek both civil and criminal proceedings to recover the money.
2. So send him a notice asking for money.
3. If he refuses to make the payment then you can file both the civil suit for recovery of money and a criminal suit for cheating also.

A.You may file a complaint case before the consumer forum for getting refund back of your advance money as well as compensation for such delay and harassment by the said accused person.
