PROPERTY SELL OF MENTALLY UNSTABLE MAN

I am married to my wife, who is single girl child of her parents. My father in law is one of 4 children of his father and he inherits some land property in his native place. His brothers and sisters want to sell the property.
The crux of the matter is that my father in law is suffering from Alzheimer's disease for quite a few years and is now unable to perform day to day works and is mentally unstable.
In this case, I think he will not be eligible to be associated to the property transfer/ sell.
So, what should we do to ensure that my wife/ my mother in law gets the lawful share of the sold value from the property?
Can my mother in law have power of attorney to act in lieu of my father in law?
