Transfer of leasehold commercial property

My mother has commercial office in south delhi. It is leasehold and freehold is not getting done there. She wants to transfer during lifetime and not by will. Can gift deed be done because builder is asking for large amount which we cannot afford

Under section 122 of the Transfer of Property Act, 1882, you can transfer immovable property through a gift deed. So you only have to pay stamp duty for gift deed.

Property is leasehold and is mot getting converted to freehold. People say gift deed cannot be done while others say it can be done by paying additional amount. Is there chance that they shall impound it.
