Previous house owner has not paid electricity bill

Sir i baught house in previous year from female house owner in firozabad nagar nigam(UP), she didnt paid her electricity bill from 16 years. in registry it is mentioned that there is no liability regarding money on house, but not clearly mentioned about electricity bill. When i went to electric department for electricity connection. I came to know that The bill is about 150000 INR and every month penalty is increasing .What can i do about it she is not paying her electricity bill?

You may get issue a legal notice to your vendor to pay back the arrears of electricity bill. Further, you have to send another notice to electricity department saying that they are not entitled to recover arrears of more than 3 years.
