How to transfer flat after one of the parents death

The house is in my mother's name in patna. But my mother was expired 6 years before. We have 4 persons as legal heir, including my father. My father wish to transfer the house to my name. I don't have fathers legal heir certificate. What are the documents required? What is the procedure to change on my name? All my brother and sisters need be present at register office? Is registry required or fathers WILL be sufficient for the transfer of flat?
