Providing medicine to school students

A non-government organization conducting a Health survey camp in a village to obtain data on health issues through a certified Sidha Doctor. During camp hours, local government school students also visit to the camp without prior permission from their class teacher or Headmaster. The doctor also provides medicine to school students without appropriate permission from a Government Higher secondary school's Headmaster or the Directorate of School Education Department (Tamil Nadu). So, could you please guide me How can I stop it and what kind of act they are violating.

They are not violating any act. The doctor of the camp is certified doctor and they are doing the medical camp in the village with permission, so students can visit them if there parents or guardian are sending them.
