Authorities not issuing the land passbook

Hello sir, my name is Shankar S/O Manjya. Iam from Telangana state. My father had a 2 acres of assigned land in our Village. Which he obtained before 1974 year during Indira Gandhi regime. From then, to 2017. The land was clear without any problem. From 2018, then the state govt announce for new passbook our land added it to prohibition of transfer in Dharani. We never tried the land to sell or to transfer to any name. My father didn't get a new passbook that time because of this POT. My father and I visited MRO office countless times for passbook and removal of status POT. unfortunately my father passed away in the year 2021 without possess he's passbook. Now, it is my turn to struggle for passbook. I applied for succession in Dharani portal, they rejected. Please help me what to do? Iam helpless now.
