my sister got married in 2014 and has given birth to a baby girl in 2015. the husband since early days of marriage was not providing her maintenance, always demanding money from our family and also was physically and mentally torturing her. after an ordeal of more than 2 years they both agreed for divorce and he pronounced "talaq" in front of witnesses and the proceedings regarding divorce and custody of child is written on stamp paper and signed by both parties and witnesses.
Now in 2023, when she is applying for passport of her daughter than the authorities are saying that this stamp paper isnt valid?
Kindly suggest how to move ahead in this regard?

A.Dear Sir,
It is advised to approach the Civil Court for mutual divorce and for the custody of the girl child.
