Obtaining a Certified Copy of Property Document?

Two brothers had jointly bought an agricultural property in Tamil Nadu. Both brothers are no more. The property document is held by the family of the younger brother. The legal heirs of the elder brother want to partition their 50% share between themselves or sell their 50% share jointly held by them to a third party. The family of the younger brother refuse to share the original document. Can the legal heirs of the elder brother obtain a certified copy of the document without involving the legal heirs of the younger brother?
A.An intestate property is distributed in equal shares to the surviving legal heirs of deceased owners. Before a deed of partition of the property is obtained following the decree of the Court, legal heirs cannot dispose of their share to a third party.
