Pocession of the Land Pocession of the Land

Sir/ mam
I have purchased a plot in derabassi, Punjab in 2010 and I have registry and farad in my name but I don't have the pocession of land till date. The dealer who sold the property to me is making excuses that he will provide me some other property in exchange of the said land.
Is there any legal action I can take to get the pocession as all the papers are in my name.
I tried to get nishandehi from the tehsildar office but they said that the plots are sold by builders and they don't have the map of the plots with them.
"ONLY THE DEALER CAN PROVIDE YOU WITH POCESSION " that's what tehsildaar said.

I guess I was able to make you understand the situation,
Can you suggest what legal action I can take to get my property pocession.

A.Dear client,
Please apply to the relevant civil court asking for specific performance of the Contract. If you have made a contract for transfer of the property in your name and the seller is committing a breach of the contract by not transferring the possession of the property, the court will order him to give you possession
