Apartment maintenance issue

Hi, I'm staying staying in apartment with 20 flats and collecting 800(common electricity bill, lift maintenance and watchman) per month from each flat. However, few flat owner(4 owners) are not accepting the watchman proposal and only paying 200 or 300 for common electricity bill. Because of no watchman, there is no one to clean the apartment and it is damaging the apartment.
Can we force those 4 flats owners to pay complete maintenance amount and hire watchman?
Please help with the sections as well.

In standalone housing complexes having a small number of residents, it is a common nuisance faced by the residents of the flat everywhere. In the absence of a registered flat owners association, you along with other flat owners, may politely approach the flat owners for cooperation in this regard to meet the common interest and purpose. If no change in attitude in the errant residents of the ground floor is observed after multiple requests, you may bring the unruly and irrational behavior of the ground floor residents in writing to the notice of the Municipal Authority and also to the notice of DM/SDM informing them that such an unethical and irrational behavior affected the health, hygiene, safety, and security of other residents staying in the same premises and around the premises. Sometimes physical and collective approach by all the affected residents of the area with the concerned authorities works faster to resolve the problem.

If you have a residents' association and you take a resolution in the general body meeting about hiring a watchman, then you can compel the 4 houses to pay the adequate fees for the watchman
