R2 Jamabandi Extract Document
My ancestors owned land parcels in Purnea & Katihar at several places. I have Partial info for some of the places but still not aware of others. I could manage to get Khatiyan for one of the place from Darbhanga Archive(Abhilekh) office but I am unable to find any details online with the Khata & Khesra Number mentioned in the Khatiyan. Wanted to know if the Khata & Khesra had changed during 1960 Land Survey in Bihar(Assuming it uses 1905-1912 Land Survey as base). if yes, how could I find the new Khata & Khesra Number from the old one?
Also Where Can I find Jamabandi/R2 Documents? I tried my luck in Darbhanga Archive Office but they said they could not find any R2/Jamabandi based upon the Khata & Khesra number mentioned in Khatiyan and asking for New Khata & Khesra Number. Please help.
In the prevailing situation, since the documents/information are in the custody of the concerned public authority, you can make an application under Sec.6(1) of the Right to Information Act, 2005 to the concerned State Public Information Officer seeking the desired information/documents from the said public authority. An application filed under the RTI Act is responded to within 30 days of receipt of receipt of the Application failing which you may file an appeal before the Appellate Authority within 30 days once the limitation period for reply expires at the end of SPIO. Since the records pertain to 1960, the possibility of tracing out the record is almost remote. However, you can try at least following the provision of RTI Act to access the information.
To determine if the Khata and Khesra numbers have changed during the 1960 Land Survey in Bihar, you should consult historical land records or archives. You've already visited the Darbhanga Archive Office, but you may want to consider visiting other relevant government offices, such as the Revenue Department or the local Tehsildar's office. They may have records of the changes that occurred during the survey. Look for old land records, family records, and documents that might have information about the land parcels, especially if your ancestors maintained any records. Sometimes, these records can help in cross-referencing old and new Khata and Khesra numbers.
