Second time encroachments on road

Hi,
I own a land in Tamil Nadu that comes under municipal administration. A few years ago, in front of our land, some antisocial elements encroached on a part of the road, constructed a shed, and obstructed the path to our land. I filed a writ petition (public litigation) in Madurai High Court, and the court ordered (directed) the municipality administration to remove the encroachments. The municipality also removed the encroachments using JCB in 2017.
Now, after five years, same person is again encroaching the same land that is part of the road. Please let me know what I need to do now to remove the encroachments again.
