Stamp Duty to convert lease hold 998 yr plot to free hold with Kharedi Khat

I am a member of tenant ownership coop Hos. Soc. from 1993 having 998 yrs leasehold plot. Now I want to convert it to freehold by having Kharedi Khat from society. Do I need to pay stamp duty again? or what charges i will require pay for registration of Kharedikhat
