Refund from JEE coaching as per new guidelines

Im a student who has enrolled in FIITJEE JEE batch for JEE'25. My total fees for 2 years was around 2.5 lakhs. Ive completed almost 1year of my coaching and due to financial issues within my family, I want to opt out of my course. The full fees of 2.5L has already been pain within the first year. FIITJEE has a no refund policy but as per the new coaching guidelines if a student wished to discontinue the course midway coaching institutes must refund half of the amount within 10 days.
Are these guidelines in effect and are coaching institutes following them? What should I do if FIITJEE refuses to refund my fees?

The Central Government has introduced new guidelines for coaching centers across all states. Under these guidelines, coaching centers are prohibited from admitting children under 16 years of age. Additionally, coaching fees for unique courses must be affordable, and centers are required to provide receipts for the fees charged.
According to the new guidelines, if a student has paid for a course in full and decides to discontinue within the prescribed period, the coaching center must refund the student from the prices deposited in advance for the final time. This refund should be processed within 10 days. In cases where the student resides in the coaching center's hostel, the refund should cover hostel costs, mess rates, etc.
If FITJEE rejects your refund claim in violation of these guidelines, you have the option to file a complaint against them for deficiency in service before the Consumer Forum. In this complaint, you can seek a refund of tuition fees as per the new Central Government guidelines, along with compensation for harassment and the cost of litigation. It's important to file the complaint within two years from the date of the cause of action, i.e., from the date of the refusal of the refund.
