Strike by local bar association

Can action be taken against Local Bar Association who is going on a strike for 1.5 years and still continuing. What actions can I take.
My case is pending for more than 3 years as the opposite party has hired a lawyer and is not appearing because of strike.
Can i write to the Chief Justice of Supreme Court regarding the same

A.Write a letter to the Bar Council of that state and also to the Supreme Court [CJI]
