How to write and what to write a declaration?

Me and my Maternal sister take admission in a University at Tamil nadu for Msc Microbiology..our family want that we both stay together but the paying guest owner or hostel owner told that it's not possible to stay together because both of yours surname are different with each other how can we believe that she is your sister.. now the thing is that she is the daughter of my Mother's brother..so she is my cousin sister..they told us that give a declaration in stamp paper..so how can we write a stamps paper and what we need to write.. we already submit a letter regarding this but they don't accept it.

You may approach a local lawyer and purchase e- stamp paper worth of RS 200 and after writing the contents it may be notarized before a notary Public declaring as instructed by your Hostel.
