Fraud by Wedding planner

How can we proceed as I am being cheated by the wedding planner, he did not provided the services he had promised, asking for more money and now not even giving photo album and video, on the top of that gives threatining calls to my in-laws.

if they fail to take any action, then send the planners a legal notice through an advocate.
