A. No POA does not expire unless your brother revoke his POA. This revocation should be in writing, signed by him in front of a notary public, and delivered to the you and any third parties with whom you have been in contact. Your brother is required to issue a public notice through local newspapers, without which, the revocation shall stand void. If your employment falls within the definition of the Workman then approach the court under Workmen Compensation Act, if your employment does not fall within the definition of Workman approach the court under the Shops and Establishments Act.

A. The revenue department on its own cannot revoke the Hon'ble High Court Order and by pass it. Also the lower court DC does not have enough power to overlook or go beyond the order passed by the High Court. You should reach out to the High court raise a concern against the action of the DC court as well as all the revenue department to set all things right.
