A. Because you already approached the Police Station and the Panchayat office, make the complaints with earlier complaints copy to SP/Commissioner.
you can send them a legal notice and then file a case for nuisance against your neighbors.

A. do you have bill/prescription . if you have bill then your comment is covered by exceptions. you can send reply notice.
if you dont have bill/prescription then it is crime.
Else if you dont want to spend on legal then you can delete.
