A. yes you can surely take legal action against gynecologist if that prescription has caused harm to your wife.

A. Issue legal notice demanding your original certificates and compensation for mental agony and damages.
As for the bond taken by them from you, it will be dealt with in Court of Law. Looking to the terms/conditions therein.
Give your reasons. Court will decide. Take legal assistance of a local lawyer.

Execute a special power of attorney in favour of your father / anybody and get it registered either at the place of your current residence i.e. in Bengaluru (in the Office of Sub-Registrar in whose jurisdiction you have residence proof) or at the place where the property is situated and specify complete details of the property to be sold.

A. Under the Constitution You can file PIL in the Jurisdiction of High Court or Supreme Court . But Now there is no of preconditions in view of fictitious or fervious PILs, You should have a requisite requirement of your communications with ECI & rejection on grounds under the Act, also details of RTI information, secondly you have to pursuive in competent court jurisdiction and follow judiciously.
