Yes, you can do that. But it would be better to sort the issue non-judicially as it is your own brother's wife. You can try arbitration or mediation.
If you must, you can recover your money by filing a civil suit for money recovery.

You can approach several Courts online. You can complain about their misconduct to senior officials, they are more likely to take your complaint seriously.

A. Hi,
Complain to the police under Sections 383, 503, 506 and 509 IPC for criminal intimidation, extortion and outraging a woman's modesty.
You can also claim maintenance from them. Protection orders can be ranted forbidding them from contact you, if they persist.

Yes, you can file a writ petition.
False claims can be punished under S.209 IPC. He is also guilty of fraud under S.420 IPC. Forgery is punishable under S.464 IPC.
The High Court has inherent powers to prevent abuse of Court process, they can give you relief under S.482 CrPC.

A. You are innocent or not is a matter of trial and conclusion of trial. In such circumstance no case to sue the judge is made out. You cannot dictate order. If you are not satisfied with order then you have right to appeal challenging the order.

You can amend the original petition. You can only file a fresh petition if the Courts grants you permission to do the same.

A. Write a letter to lawyer asking the copy of petition, status of case and particulars of court so as to arrive to a conclusion and truth. You can file complaint with bar council and can also file suit for recovery beside police complaint. It is a case of cheating etc. Collect the information first.
