A. File a summary suit if there is any written contract or otherwise civil suit for money recovery. But issue a legal notice to the other side claiming your amount and if they don't comply or don't reply in 15 days of receipt of the notice then proceed legally in the civil Court of your concerned jurisdictional area where you reside or conduct business from. As per the facts which have been provided, you should cross check that the person to whom the payment has been made is not fraud and if he is then you can file a complain in Police Station. And if payment of the remaining amount has been made to the eligible person and then also you have not received your bike then you can move to Consumer Court.

You must inform the police and lodge a complaint in the general diary. The gender of the caller, his voice tone, date and time of the phone call, the conversation details and the estimated age of the caller can be noted by the victim as evidence to help the police in identifying the offender. If the harassment on phone calls continues for a long span of time then the victim must file an FIR.
