i want to know that i want to change DOB in my 10th marksheet (CBSE board) from 1999 to 2000.... but my all documents have 1999 born so is it possible to change it.. legally please answer

It is not possible to change the DOB just like that unless there is a clerical or entry error. Your DOB shall be reflection of what your birth certificate says.

I don't see any issue in case you add the surname to your daughter's name and there should not be any legal issues later on as all the documents will be having your name and your wife's name which can easily identify your daughter.

I am not sure if that is being followed in Maharashtra but if yes then it seems a bit weird as neighbours do not have any authority like a government organizations. Anyways a lawyer from Maharashtra might be able to guide you on this.

Since the rectification has to be done by the issuing university or board which usually do not do so as you were supposed rot provide the right name while filing the form. So, in such cases what you do is that you reach out to the Hon'ble court and get an order from there asking the university/board to rectify and reissue.

The legal heir certificate that you have already got should suffice along with your mother's death certificate. If you are going to claim anything related to your mother then the institution wherefrom you are going to claim might ask for a new legal heir certificate.
