Once you resigned in writing it is for management/appointing authority to take action as per the standard procedure,in Govt.there is no procedure to record the reason for resignation unlike in private/MNI to interview all the resigned persons.You have no action vest against the management,however you can keep the Govt., informed of your reasons for resignation & parting.

A. Please ask them to show the provision from the HR policy or employment contract where it is mentioned that while quitting the employee will have to pay the training fee. If they show you something like that then take it to a lawyer and challenge that in court of law.
