They have rights over it if the property is in their name. They can sell it whenever they wish to. Legally they are not obligatory to maintain you with your family. But you can convince them to not take such actions if you want to resolve the matter without legal intervention and the problem can be solved amicably.
A stay order can be passed with the help of the court, if you want to stop them from selling the property.

In the case of death of any of the co-owners of the flat his share goes to remaining co-owner except in the case where a deceased co-owner has during his life executed a will or a gift deed and declared that upon his death his share will go to a particular person. Hence only in case your father makes a will or gift deed and transfers his share to your brother only I. Such case his share will go to your brother.
