A. If you have already appeal before state appellate authority then you have to wait for their order. Yes there is punishment info form of penalty if they making unnecessary delay to provide information under RTI.but if that information might be confidential then they will provide reasons. So make an appeal before state authority.

Yes. You can raise a query under RTI Act about your husband's IT returns, salary details and later after getting them, submit them in the court. Recently, Madhyapradesh High Court passed a judgement saying that it is a wife’s right to know her husband’s salary details:
