It simply means that the case has not been admitted by the Hon'ble Court and you will have to appear and mention it for admission wherein the court would like to know from you certain things about the case. Without stay means there is no stay order as of now.

In my writ petition earlier the case was stage for admission fresh with stay but at present it is for admission fresh without stay what does it mean?
