Goan property on lease

I have given 2 lacs to a guy to build huts on the coastline of Goa....have made a proper registration. Money was transfered online. Person was supposed to give me the possession of the same to run for the season on Sept 2017...however he has not done any temperory construction nor returned my money back...have emails, call recordings, online transfer as well as a legal notice sent to him. However he hasnt replied. Plz guide me what do to next. The proprty is in South Goa
