Promise to give money not met

This happens in our neighborhood, a mother, 88 years old has 7 children. 4 men and 3 women. All are married and settled. Her husband is no more.
When both were alive father has given some land to one son, who promised money for that, whenever they need. Now, she need money as she cannot do anything her own. When she asked about it he denied, he said he never have promised any money. Rest all of her sons/daughters know about it. There is no written agreement as he was in gulf when it is said and registered the land on his name.
Now she wants to know whether she can get money or land if she approaches court or give a complaint to district collector. He supposed to look after her, but he does not. All other sons doing it, but they cannot do it alone.
Please advice.
Now the problems of Senior citizens can be resolved immediately under the latest Act i.e. Senior Citizens Act. You please contact any of the local advocate and ask him to file necessary application before Sub Divisional Magistrate(SDO) seeking an injunction order against them and also get open the locked flats.
