Goa- One neighbour refuses to pay water charges

We are not a registered society. (No monthly maintenance is collected) We are 10 flats. Presently 6 flats are occupied as others are out of Goa. The only issue we have is that one flat refuses to pay his share of the water bill because of which we cannot pay water bill on time and then arrears add up. In August, PWD cut our water and we had to all pool in extra and reconnect the water (14,000 by each flat) We have a whatsapp group and he sees all messages. He visits the flat sometimes, stays for 2 days, cleans ,repairs his flat and goes. Please guide how we can get him to pay his share of the water bill. This is causing all of us grave mental stress (many senior citizens in the apartments) and also fear the water will be cut again. Can we make a police complaint or what can we do? Pls help. Thanks.

1) Sir you have not provided all the details.. like when was the construction of the building completed?? is the society currently under the charge of the builder for the builder OR has he already left the charge of the society....
2) When you all members trying to get your society registered there should be some kind of start date and end date... Taking your current query regarding the water bill you will have to get the water pipeline restructured or with external on off switch outside each and every flat which will be in the lock and key type box which you all may operate till the registration of the society...
3) As now due to the water cut you all had a very bad time so now it is to finalize this the other members who are not ready to pay the minimum common maintainence charge of the common uses facilities such as electricity and water supply off /on that particular floor and just wait and watch they will pay you all the other members the pending dues just stop all their facilities
4) Going to a police complaint is not the solution but we can send them a legal notice to all the members who are not paying the monthly maintenance charge you can start collecting the monthly maintenance charges on basis of minimum common charges per flat and plus some surplus amount till the formation of the society is completed.. also that you all should initiate quickly for the completing of the society registration work at the earliest
