Hi sir/ madam, I need a clarification, that is that really need to attach properties sale deed for name transfer in EB. Because my uncle ask my grandma to change the property to his name because he want to change the name in electricity bill to his name. Is it any other way we can skip that document or is it any other way to solve this situation?

It is not so there are other modes to resolve the issue.

A.Changing property to someone's name through registered Sale Deed would change everything including rights, title and interests in that subject property and not only Electricity Bill. It is actually substantial document creating rights, interests and title in the property which must be created only by those persons who are entitled to it. If you have share and stake holder in that property, you must be cautious of such things.
