College not providing Transfer Certificate and Original Marksheet

I am from Tamil Nadu and moved to Bangalore last year I joined a college in Bangalore and I discontinued from the college because I had to choose Hindi or Kannada as a second language so when I'm asking for the TC and the original certificates they are denying and asking me to pay the fees for entire 3 years is there anything I can do about this?Thank You

A.Hi,
A request letter may be sent to the college authorities first.
However, after that, if no relief is sought, then a legal notice may be issued

A.If your dues in pending in your college you should get information about your dues if all dues clear then you can file petition .for direction
