Unapproved floor construction in building

Hi,
I have bought a flat in gram panchayat approved building g+2 in Telangana state hyd..My flat is in ground floor. Builder has constructed additional floor g+3. Which is unapproved. Builder has built a duplex flat in 2nd floor to 3rd floor giving more proportion of uds and dual car parking and in same 3rd floor there is one more unapproved flat with car parking but BRS payment is in process. Now my issue is, this unapproved floor has consumed all the car parking space in spilt area and I don't have car parking space. Can any legal action be taken on unapproved floor construction ? Does unapproved flats have rights on car parking thought it mentioned in there sale deed.
A.Unapproved flats itself illegal then they cannot claim car parking. Call me in Telugu. I am from Telangana.
